Review / Approval of August 2021 Meeting Minutes

● Maria B. called the meeting to order at 7:00 PM.

● Maria H. motioned to approve the August meeting minutes. Rick seconded and all were in favor.

President’s Report:

● Website updates:

o The September meeting date was posted on the BKHOA website’s banner.

o A redacted version of the July meeting minutes was posted on the BKHOA website.

● GOCA

o No update was received from Paul J of GOCA on HOA communications regarding Thrive 2050. County council set to vote on September 14th.

● Other:

o Maria H. reviewed the Spanish version of poop-loop document and indicated it was fine. Maria B. sent this document to the HOA community.

Treasurer’s Report:

● Account Balances

● Re-Sale Packages

● Dues Status: No changes.

Vice President’s Report: No report.

Secretary’s Report: No report.

Member-At-Large Report: No report.

Architectural Committee:

● Resale Packages:

o To prevent homeowners from bypassing the resale package process, Bob proposed modifying the covenants and ACR guidelines by adding the watermark “not valid for resale package” to the documents that are currently posted on the BKHOA website.

● Architectural Change Requests:

o Received one ACR

● Compliance Issues

Old Business:

● Grounds Maintenance / Landscaping Projects

o Rick and Bob met with Doug Tilley from O'Connell & Lawrence, Inc. The land survey was performed for remediation project; the BOD is waiting for the final report and proposal.

o O'Connell & Lawrence, Inc. was contacted about the cost of surveying the HOA common properties east of the gas fields, particularly the section having egress to Rt. 97.

● ADU Voting/Meeting Review of new amendment

● Path to Private Property

● Common Area behind Tidewater Court Townhomes

● Reserve Study:

o Maria B. will work with David to calculate needed estimates after the November Annual meeting.

● Speed humps on Heritage Hills Drive between Queen Elizabeth Drive and Route 108

● Trees

● Review FAQs currently posted on our website

o The Board agreed to the final version of the FAQs last month.

o Maria B. will send to Ryan to update the document on our website.

● MoCo Thrive 2050

o Maria B. is working with GOCA on information to use for all HOAs to send to their members; no update

New Business:

● Resale Package:

o See above, Architectural Committee, resale package

● Annual Meeting

o Decide on meeting date. The BOD members agreed to Thursday Nov 4th at 7:30 PM.

● Debris blocking buried storm water pipes under the paved path; this is a maintenance issue that will be addressed in the future.

● BKHOA Website correction

● Rick indicated there are a number of storm water pipes under the roads and common areas. Rick and Bob will assess the wooded common area to determine next steps.

The next meeting will be on October 20th 2021 via Zoom at 7PM. Maria B. motioned to adjourn the meeting at 8:40PM. Rick seconded and all were in favor.
