Brookeville Knolls HOA Board Meeting Minutes

Wednesday, October 20, 2021

7:00 p.m. – Zoom Online



Attendees:

Review / Approval of September 2021 Meeting Minutes

· Maria B. called the meeting to order at 7:05 PM.

· Rick motioned to approve the September meeting minutes. David seconded and all were in favor.


President’s Report:

● Website updates:

o Ryan has posted the October meeting date on our website banner.

o A redacted version of our August meeting minutes was also posted on the website.

● GOCA

o Participated in the September GOCA meeting

● Thrive 2050 – see Old Business section below

● BRT – priorities are the Routes 29, 650 and 355 traffic corridors. The BRT for Route 97 from Silver Spring thru Olney, if constructed, will be well into the future.

● County redistricting – one of the three proposed plans bisects Olney into different districts. Bob noted that this proposal was not approved.

● Emails

Treasurer’s Report:

● Account Balances

● Re-Sale Packages: No requests are pending nor have new requests been received.

● Dues Status


Vice President’s Report: No report.


Secretary’s Report: No report.


Member-At-Large Report: Emails


Architectural Committee:

● Resale Packages:

o Bob finalized resale packet documents with revised watermark. David will use these documents for the future requests.

● Architectural Change Requests:

o Received ACR

● Compliance Issues:

o Reviewed 9 outstanding issues


Old Business:

● Grounds Maintenance / Landscaping Projects

o Rick and Bob met with Doug Tilley from O'Connell & Lawrence, Inc.; survey of waterflow issues was completed; review draft plan. The plan is robust, designed to remediate the storm water runoff from a once in 10yr flood, which is more than normal heavy rains. There are two next steps:

▪ 1) O’C&L needs to be notified that their draft plan is fine and needs no changes.

▪ 2) O’C&L designed the plan in multiple stages for bidding to general contractors

● ADU Voting/Meeting Review of new amendment

● Path to Private Property

● Common Area behind Tidewater Court Townhomes

● Reserve Study

● Speed humps on Heritage Hills Drive between Queen Elizabeth Drive and Route 108

o The County participated in the 9/20 HOA community meeting.

● Trees

● Review FAQs currently posted on our website

● MoCo Thrive 2050

o Maria B. sent an email to HOA community with THRIVE 2050 information.

● BKHOA Website correction


New Business:

● Review proposed repair plan from OC&L; discussed above as first item in Old Business.

● Review proposal for survey of Parcel D only from OC&L.

● Discuss findings from Rick and Bob’s walkabout in the wooded common areas.

● Annual Meeting

o BOD members reviewed Maria B.’s draft of the accomplishments to be presented at the annual meeting. Maria B. went over it on a line by line basis with BOD members suggesting minor additions and corrections. David commented that the landscape contract with Land

Décor is up for renewal next year.

● Received a letter from Baltic Nonprofit Accounting LLC, new auditor.


● The homeowner (guest) was asked if he had any specific questions or comments for the BOD. He was just interested in listening to a board meeting.


The next meeting, the Annual Meeting, is scheduled for Thursday, November 4th at 7:30pm. The next Board meeting will be on December 1st 2021 at 6:30PM. Rick motioned to adjourn the meeting at 8:37PM. Maria B. seconded and all were in favor.
