Brookeville Knolls HOA BOD Meeting Minutes

Thursday, June 13, 2018

7:30pm

Attendees:

General

  • Mary called the meeting to order at 7:33pm.

  • Mary motioned to approve the May meeting meetings as corrected. Larry seconded. All were in favor.

Treasurer’s Report:

  • Reported on account balances

  • Paid monthly trash payment to Potomac Disposal.

  • Paid State Farm invoice

  • Larry will send Mary the list of delinquent accounts so she can send them to John F to process liens.

President’s Report:

  • Mary called the County regarding the dead tree along Heritage Hills Drives. She was assigned a case number.

VP’s Report:

  • GOCA meeting notes:

Sunoco Car Wash:

  • The Sunoco at the intersection of 108 and Spartan plans to add an automatic car wash on the side of the convenient mart. The car was will be a single bay, automatic car wash, self-service model. The building addition will be consistent with current design and the Olney Town Center guidelines will be considered.

  • The company plans to submit their application over the summer and expect approval in the fall. After approval the construction will take 60 days or less. There should be no affect to current gas station service during construction.

  • GOCA members inquired about the following concerns.

  • Congestion – design allows space for 5 waiting cars behind the existing mini mart. Each wash takes 7 minutes so do not expect a long line of cars. If there is along line, users will go elsewhere.

  • Water run off – the water will be collected and some reused

  • Amazon boxes - will be retained and relocated

  • Noise – the car wash will be enclosed and have new blower technology to keep noise low

McDonalds:

  • The hearing to approve the renovation is on June 27.

  • The Olney Town Center Advisory Committee is presenting recommendations on missed opportunities to comply with Olney Town Center guidelines and pedestrian friendly opportunities, such as marking the pedestrian pathway from the rear parking to the building.

  • GOCA will also read a statement expressing concerns with the drive through design, requesting reconsideration for a more functional redesign, and expressing traffic congestion concerns.

A Meet and Greet of Maryland Candidates:

  • This is being considered for October at Brookeville Beer Farm.

  • This would not be a debate, but an exhibit/table structure.

  • Newsletter: Reviewed draft; Kathleen will finalize and send to Ryan to post on the website. She’ll also send an email to the BKHOA community with a link to the website.

Secretary’s Report:

  • No update

Member-At-Large:

  • Ryan posted items to the website.

  • He improved the engagement survey. Kathleen will send the survey next Friday for responses by 7/1.

  • Once we receive the results, he will send the results to GOCA.

  • Ryan posted the redacted April meeting minutes. He will update with the May minutes with the revised version.

Old Business:

  • Trees:

  • Mary provided Larry with the invoice for the tree removal

  • Mary emailed Pupkar again about a walk-through of the remaining common areas for additional tree issues.

  • Architectural Guidelines:

  • Addressed non-compliance issues and mowing issues.

  • Mowing Issues:

  • Larry spoke to C&R about issues.

  • Reviewed C&R proposal for mulching; remove pruning of shrubs. Add spraying roundup along path near 108 where the fence runs along the drainage pond. There are weeds growing through the path. Mary motioned to hire C&R to complete the work as revised as soon as possible. Kathleen seconded, and all were in favor. Maria will contact C&R.

  • Repair Ruts:

  • Reviewed C&R proposal for repairing 3 ruts. We are only concerned about the one rut at QE and the pipeline. The Board will look at the other two areas that C&R mentioned in their proposal.

  • Path Repair:

  • Maria walked the area with Brian Hill of B&B to review the additional work needed at the Y.

  • Kathleen motioned to approve the B&B proposal as written. Larry seconded. All were in favor.

Maria will contact B&B to move forward with the work.

  • Landscaping Projects:

  • Mary talked with Williams Communications about planting trees along St. Johns soccer field; this is not a problem. She also talked with him about the area along QE and the pipeline. They would need access. He suggested boulders. Need to plan for this work in the fall.

  • Maria asked C&R for an estimate.

  • Mary will ask Pupkar for suggested companies.

Maria motioned to adjourn the meeting at 9:26pm. Ryan seconded. All were in favor. The next meeting is scheduled for July 18th
