Brookeville Knolls HOA Board Meeting Minutes

Thursday, July 13, 2022

7:00 p.m. – Zoom

Review / Approval of June Meeting Minutes

● Maria B. called the meeting to order at 7:03pm.

● David motioned to suspend until next meeting. Maria B. seconded and all were in favor.


President’s Report

● Website updates:

o The approved May minutes were posted on the HOA website.

o The July meeting date was posted on the HOA website.

o Verbiage was added under the About Us tab at the bottom of the section.

● GOCA Update:

o While Maria B. was unable to attend the July meeting, Rick attended. He reported that speakers discussed walking and disabled mobility in the county, a presentation from a candidate running for circuit judge, and more construction of affordable housing in the vicinity of MD Route 200 and Emory Lane.

● Emails:

o An email was sent to the HOA community regarding yard signs and received feedback from some homeowners unhappy with the ACR policy. Further discussed under New Business.

o Received an email from homeowner requesting our Architectural Guidelines. Maria B. directed them to the link to our website.

● Other:

o Maria B. verified with State Farm that our check covers the storm damage was correct.


Treasurer’s Report: David provided an overview of the HOA expenditures and the balance sheet. The major expense is Pupkar tree services and landscaping services from Land Décor coming in second. Overall, the budget looks OK with the understanding prices will continue to go up.

● Account Balances

● Re-Sale Packages: No requests were received or are pending.

● Dues Status: No changes from the previous month.


Vice President’s Report: No report.


Secretary’s Report: No report.


Member-At-Large Report: No report.


Architectural Committee

● Resale Packages for Review: none received or pending.

● Architectural Change Requests for Review: none received or pending.

● Old Compliance Issues:

● Grounds Maintenance / Landscaping Projects

● ADU Voting/Meeting Review of new amendment;

● Path to Private Property Signs

● Montgomery County 311 Submissions:

● Proposed Covenant Changes: Maria B. reminded BOD members to review Article 7. Several areas for updates/clarification to the covenants need to be discussed


New Business:

● Review current budget expenses and proposed updates for 2022/2023 budget. Maria B. motioned that dues be increased by 10% (yearly increase). David seconded and all agreed with the motion passing. Dues will rise to $278 ($253 current + 10% = $25). Other operating expenses in the budget are projected to increase: CCOC fees, the audit, insurance (it is required because of the gas pipeline). Costs for path maintenance and repair are projected to remain the same. Any new major unexpected expense will be taken from the reserves. David will update new budget numbers for the next meeting. The discussion about rebidding the landscape contract to other vendors was tabled for the Sept or Oct BOD meetings. There is a tree in the triangle area of the path system that needs to be evaluated.

● Discuss Yard Signs. Only “For Sale” signs are permitted.

The next Board meeting will be on Wed August 17th, 2022 at 7PM. Rick motioned to adjourn the meeting at 8:13 PM. Maria B. seconded and all were in favor.
