Brookeville Knolls HOA Board Meeting Minutes

Wednesday, July 21, 2021

7:00 p.m. – Zoom Online

Review / Approval of June 2021 Meeting Minutes

· Maria B. called the meeting to order at 7:01 PM.

· Rick motioned to approve the June meeting minutes with one correction. Maria H. seconded and all were in favor.

President’s Report:

● Website updates:

o The July meeting date has been posted on our website banner.

o A redacted version of our May meeting minutes was posted on the website.

● GOCA

o Maria B. attended the July 2021 meeting. The Montgomery County (MoCo) Thrive 2050 program was discussed, there was update on the Bowie Mill Bikeway, at issue the large discrepancy between the county’s allocation versus actual cost, and notification that MoCo libraries are now open for in-person services with the exception of Germantown branch which is being renovated. The libraries have discontinued fines for overdue books and is lending residents internet hotspots for connectivity.

● Re-Sale Packages No requests are pending nor have new requests been received.

● Dues Status: No changes.

Old Business:

● Grounds Maintenance / Landscaping Projects

o Rick will develop request for proposal on drainage work needed.

o Land Décor was emailed twice to remove an overhanging fallen branch near the path.

● ADU Voting/Meeting Review of new amendment

● Path Maintenance

o Path repair began the week of July 19, 2021.

o Maria B. sent an email to inform the HOA and gave the Path Closed signs to B&B to put up as they work.

● Path to Private Property

● Common Area behind Tidewater Court Townhomes

o Maria B met with Comcast and they will be moving the green bump to the Tidewater Court Townhomes property when their pool closes for the summer. Comcast requires access to the site from the Tidewater side.

● CCOC Webinar:

● Speed humps on Heritage Hills Drive between Queen Elizabeth Drive and Route 108

● Trees

● Review FAQs currently posted on our website

●. Maria B. discussed the Frequently Asked Questions (FAQ) portion of the BKHOA website and asked BOD members for comments about items to be revised, excluded, or added (https://www.brookevilleknollshoa.com/faq). Several items were suggested

New Business:

· Reviewed budget forecast and discuss 2021-2022 budget needs: The BOD agreed that to directly fund the reserve, annual dues for next fiscal year will increase by 10%, per CCOC recommendation.

· Discussed MoCo’s Thrive 2050 plan

· MoCo BRT Plans: Bob updated the BOD on the unanimous approval by MoCo council members for all proposed BRT corridors, including Route 97 (Georgia Ave) from Silver Spring to MedStar Montgomery General and whether the special taxation district still applies even though these BRT lanes will co-mingle with regular traffic and not require the county’s purchase of land/property for dedicated BRT lines thru Olney.

· County Executive’s on-line dashboard on new initiatives

· Keith R., homeowner 12 Dartmoor Ct, attended the meeting and asked about the board’s discussion about connecting the paved path from the gas field to Georgia Ave on BKHOA undeveloped property. The homeowner pointed out that time to walk the path from the proposed access point, north to Queen Elizabeth, east to Georgia Ave and south to the proposed exit point on Georgia Ave is about 6 minutes and 900 feet in length. He contended that this distance is inconsequential and does not justify the construction cost. Maria B. explained that the discussion is only in the planning stage. No decision by the BOD has been made at this time. The property needs to be surveyed and marked, the homeowners on Georgia Ave occupying BKHOA property informed, and cost estimates obtained and evaluated before any decision could be made. Likewise, this information is necessary for inclusion in the reserve study.


The next meeting will be on Tuesday August 10th 2021 via Zoom at 7PM. David motioned to adjourn the meeting at 8:34 PM. Maria H. seconded and all were in favor.
