Brookeville Knolls HOA Board Meeting Minutes

Wednesday, December 7, 2022

7:00 p.m. – Zoom

Review / Approval of October 2022 Meeting Minutes

● Reviewed October 22 minutes. David motioned to approve as modified. Maria H. seconded and all were in favor.


President’s Report

● Website updates: The December meeting date was posted on the HOA website. September meeting minutes were also posted on the HOA website.

● GOCA Update:

o Upcoming Route 108 construction to repair sidewalks.

o Speed cameras on ICC were not approved.

o Police building is being renovated. There will be a rededication and the building will be in honor of Officer Noah Leotta.

o Community Night moved to April 8.

● Emails


Treasurer’s Report:

Account Balances

● Audit – awaiting completion

Architectural Committee:

● Architectural Change Requests for Review

Compliance Issues

Old Business:

● Grounds Maintenance / Landscaping Projects

o Proposed work to address water flow issues

o The Board motioned to get additional bids for the survey of Parcel D only from OC&L.

● ADU Voting/Meeting Review of new amendment;

● Reserve Study:

o Maria B. and David met and a draft file was put together.

● Trees:

o There is a tree in the triangle area of the path system that needs to be evaluated.

o There are multiple small trees along HH drive near the Route 108 entrance that need to be evaluated.

o There is an uprooted tree in the common area behind Shady View Ct. The tree is no danger to homes. Pupkar has been contacted and will remove.

● Montgomery County 311 Submissions

● Proposed Covenant Changes:

o Maria B. redlined the Architectural Guidelines with a couple of changes

o Maria B. added a fee structure for assessing fines in those instances where the homeowners in non-complaint with the ACR guidelines and have failed to respond.

o Revise proxies, especially their current length of 5 pages. This item is not covered in the covenants, but the BOD will look at this item.

o Payments. Possibly update to QuickBooks for payment of the trash account.

o Exterior maintenance. This is addressed in Article 7 of the covenants where the HOA can contract a vendor to remedy non-compliant property issues and then file a lien to recover costs.

Review draft email to HOA attorney. Final email attached below Maria B. sent emails 10/1 and 10/10.

● Received a letter from Williams regarding an environmental survey they will be conducting. The BOD approved the survey and David suggested that Williams be asked to provide a copy of the results for the BOD. No update received yet.

● Suggested Improvements to the ACR process

Pothole

● MoCo Storm Water Survey.


New Business:

● Board Roles: Determine roles for new BOD

o Maria B. will remain President and will be acting Secretary.

o Judy will be our Member-At-Large.

o Maria H. will remain our Vice President

o David will remain our Treasure

● Architectural Committee:

● GOCA: Need volunteer for GOCA backup rep

● Trees

● Trash Program: Need to see what the fees will be beginning April 2023.

● Mowing Contract: Need to send to various companies for bids.

● Repaving of our community streets is needed


Next meeting will be on January 25th. Maria B. motioned to adjourn. David seconded and all were in favor.
