Brookeville Knolls HOA Board Meeting Minutes

Tuesday, August 10, 2021

7:00 p.m. – Zoom Online

Review / Approve of July 2021 Meeting Minutes

· Maria B. called the meeting to order at 7:25 PM

· Bob motioned to approve the July meeting minutes. Rick seconded and all were in favor.


President’s Report:

● Website updates:

o The August meeting date was posted on the BKHOA website’s banner.

o A redacted version of the June meeting minutes was posted on the BKHOA website.

● GOCA

o Maria B. is working with Paul J of GOCA on HOA communications; see Old Business below.

● Emails

Treasurer’s Report:

● Account Balances

● Re-Sale Packages: No requests are pending nor have new requests been received.

● Dues Status: No changes.


Vice President’s Report:


Secretary’s Report: No report.


Member-At-Large Report: No report.



Architectural Committee:

● Resale Package reviews

o Per Scott Silverman on GOCA team, “if an owner fails/refuses to obtain a resale package, s/he is giving a prospective purchaser the ability to back out of the contract, not to mention signaling to him/her that there may be a good reason to cancel the contract.” The BOD discussed the documents involved in the re-sale packages and the responsibilities of the association and realtors to provide. Also discussed was the mechanism to collect outstanding dues. The BOD agreed that the current $50 fee for resale packages is appropriate. Bob asked a question if re-sale packages have an expiration date; they are only valid up to the next annual billing cycle.

Old Business:

● Grounds Maintenance / Landscaping Projects

o Rick and Bob met with Doug from O'Connell & Lawrence, Inc. and are waiting for O’C& to respond with a proposal for design and surveying the area to be remediated. The Board voted unanimously to approve this expense. Rick will notify O’Connell & Lawrence.

o Maria B. emailed Land Décor asking what their protocol is if they come across a downed branch when mowing;

● ADU Voting/Meeting Review of new amendment

● Path to Private Property

● Common Area behind Tidewater Court Townhomes

o Comcast will be moving the green bump to the homeowner’s yard. Work will begin after the pool at Tidewater Court closes for the summer.

● CCOC

● Reserve Study

● Speed humps on Heritage Hills Drive between Queen Elizabeth Drive and Route 108

● Trees

● Review FAQs currently posted on our website

● MoCo Thrive 2050

o Maria B. is working with GOCA on the information packet they will provide to HOAs that will be sent to individual property owners.


New Business:

· Review budget forecast and discuss 2021-2022 budget needs. David presented the budget projections for 2022 and spoke about changes in expenses such land maintenance.

· Determine dues increase for the coming fiscal year. Maria B. will draft a cover letter for annual dues with the increase in annual dues going to into the reserve fund. Maria B. made a motion to increase the dues by 10% ($23). David seconded and all were in favor.

· Bob created new PDF of the HOA community plat. Maria sent to Ryan to replace the existing file on our website with this new one. Bob will check that David also on the email list and received a copy.

· Determine correct late fee to be charged

o Current $15 late fee is 6.5% of the dues. The BOD decided to remain with this fee.

· Unusual activity in common area through the woods

· Bob drafted an email to be sent to all homeowners containing the MoCo Poop-loop handout describing the county rules for pickup and the disposal of dog waste.

· Encroachments on HOA common areas

· Bob provided an update on the BRT.


The next meeting will be on September 9th 2021 via Zoom at 7PM. Rick motioned to adjourn the meeting at 9:08 PM. Maria H. seconded and all were in favor.
