Annual Meeting Minutes
November 14, 2019 – 7:30 PM
Introduction:
Kathleen called the meeting to order at 7:34 p.m.
Kathleen introduced the Board members
Confirmed Quorum requirements
Establish Election Committee:
Larry and Stu volunteered for the Election Committee.
Approve Annual Meeting Minutes from 2018:
Kathleen reviewed 2018 annual minutes.
Stu moved to approve the minutes. Larry seconded and all present were in favor.
Board Member Reports:
Kathleen commented on the Board member’s roles.
Kathleen has been on the Board for the past 3 years and our President for the past year. She is now retiring.
David has been tracking our expenses and revenue. We are coming up on our annual audit and David is preparing the materials for the audit.
Ryan is our Member at Large. He created our website
Kathleen continued to respond to emails from homeowners; these could be general questions, Architectural Change Requests, and complaints. Often times, these questions help build on our Frequently Asked Questions posted on our website.
Maria is our Secretary. She takes our monthly meeting notes. She also sends out our due’s letters, annual meeting information, and trash program information/invoices.
Established AC committee – Bob and Rick. They review requests and make recommendations for approval or denial.
Board Nominations:
Maria B nominated Maria H.
Kathleen asked for nominations from the floor; there were none.
Stu motioned to accept Maria H nomination due to acclamation. Joe K seconded, and all present were in favor; no one objected.
Other Business:
David reviewed the trash program increase. He’s also tracking the mail we receive. He handles the resale packages as well. Bob W explained the change to our Re-Sale package process.
Maria shared information on landscaping projects we’ve worked on and new mowing company.
The Board continues to review the Architectural Change Requests. The Board is handling more work electronically versus paper mail. The Architectural Guidelines now includes examples to help homeowners. Changed section on door and storm doors and For Sale sign sizes, and pools ponds now require approval.
Kathleen talked about the communications the Board has handled.
Ryan added Frequently Asked Questions and a Blog to our website.
Ryan shared info on the traffic study results and the upcoming speed hump installation.
Ryan is our GOCA rep and attends most of the monthly meetings
GOCA has a new website
Communications tower – the State overruled the County
GOCA is opposing Alternate Dwelling Units (ADUs). We may need legal assistance to update our bylaws to limit ADUs.
Zoning amendment being proposed to have more influence on what comes into the community
New business:
Review Proposed Budget
Joe motioned to approve the budget. Stu seconded, and all present were in favor; no one objected.
Community Reminders:
We want our neighborhood to look nice.
Store bins out of view
Don’t put leaves in common areas
Homeowners should not confront landscapers; they take direction from the Board. Questions/should be directed to the Board.
Submit ACR for any changes
Member Comments:
Larry asked about the status of the Architectural Guidelines updates. Kathleen responded these are complete and on our website. We continue to review the Guidelines for additional changes.
Bob mentioned that people on Heritage Hills are parking on the sidewalk.
Neighbors are not taking care of their yards. Send emails to BKHOA email address or call 311.
Joe indicated that shredded paper should not be put into the blue bins; this jams up the recycle trucks.
Stu thanked the Board for their contributions
Joe motioned to adjourn at 8:49pm. Stu seconded. All present were in favor.
