General

  • Mary called the meeting to order at 7:36pm.

  • Kathleen motioned to approve the June meeting meetings as corrected. Larry seconded. All were in favor.

Treasurer’s Report:

  • Reported on account balances

  • Paid monthly trash payment to Potomac Disposal.

  • Paid Pupkar

  • Paid COC fee

  • Paid C&R for mulching work

  • Getting ready to pay path repair invoice and taxes

  • Larry sent list of delinquent accounts to Mary; she has not yet sent this list to John F.

President’s Report:

  • No Update

VP’s Report:

  • Addressed various resident requests/complaints

  • GOCA Meeting – 7/10

  • The Maryland State Highway Administration has proposed to build a communication tower on the west side of Georgia Avenue just North of the ICC.

  • This would be the tallest tower in Maryland; 2/3 the height of the Washington Monument. It would be 349 feet tall and have strobe lights illuminated 24 hours a day. The purpose is for an emergency broadcast system for the state on the higher levels of the tower and then space would be leased to telecom companies.

  • This proposal has had almost no visibility and will be approved on July 19th if the public does not intervene. GOCA decided to seek support from Maryland State Senators to delay the staff report that is due to be published on July 19th. If this report is issued, the public hearing on July 26th is just procedural and the plan will be approved.

  • FYI- the existing tower on the ICC that looks like a tree is only 100 feet tall.

  • Capital One Bank, the branch on the corner of Georgia Avenue and Spartan Road, is closing in September.

  • Giant is relocating to the location that Shoppers vacated. Giant intends to keep the current property. The Olney Town Center Advisory Committee will contact the property owners to see if there is any opportunity for the county to purchase the land for the Town Center. If the current Giant building is leased, as planned, the new tenant will not need approval for changes if they do not change more than 10% of the footprint of the building. There are no restrictions on the type of retailer that can lease the property.

  • McDonalds slightly updated the design of their proposed remodel to better fit with the Olney Town Center guidelines. The design still includes the circular drive through and added an additional pay station for the drive through.

Secretary’s Report:

  • Maria went to online COC site and completed the information.

Member-At-Large:

  • Ryan provided survey results; will discuss under old business.

  • Ryan will reach out to Tanterra Board to see if we can jointly address speeding on Heritage Hills and Queen Elizabeth.

Old Business:

  • Trees:

  • Mary heard from Pupkar regarding small dead ash trees along the path behind Chancery Court; Mary motioned we approve having him remove these trees. Larry seconded and all were in favor.

  • The dead tree on Heritage Hills has a big X on it; hopefully this means that the County is addressing this tree.

  • Landscaping Projects:

  • Discussed the ruts on the pipeline near QE. Agreed to revisit this in the fall.

  • Issues with C&R Landscaping discussed.

  • Architectural Guidelines Review:

  • Exterior lights – yellow, white or clear is in the current guidelines; suggested we remove yellow.

  • Applications:

  • Need to add that we accept requests via email.

  • If application is incomplete, applicant will be notified in writing/email within 30 days of receipt.

  • Address “in writing” could mean email as well; address this up front so it applies throughout the document.

  • Remove statement about acknowledging receipt.

  • Sheds:

  • Change to allow on side of house if shielded from view

  • Remove aluminum

  • Shutters:

  • Change to style or color must be approved

  • Path Repair:

  • Path repair work complete. B&B tore up the grass next to the work area.

  • Mary will send Maria photos of the grass section.

  • Maria will contact B&B to let them know we are disappointed about the grass.

New Business:

  • Budget Review:

  • Reviewed forecast; agreed to leave dues flat for next year.

  • ACRs:

  • Received ACR, board approved.
